Applying for Visitor's visa for my mother in law from India to US

I am sponsoring my mother in law living in India for a multiple entry
visitor's visa. She had a 10 year multiple entry visa that expired in 2011.
I believe I will need to start the process new since the time for renewal
has expired. I am clear on the sponsor documents. My mother in law does not
have a computer. Based on my review of the visa process, I think the DS 160
form needs to be filed on line. I can complete the same. But since she is in
India, I may have some challenges in uploading the picture. Should I get a
picture emailed to me and upload. I believe once I have filed the form and
received the confirmation after paying the fees, I send a hard copy and she
can schedule an interview via phone. Can anyone help provide some guidance based on your experience. Thanks and Best Regards

From my experience of procuring a B1/B2 visa for myself and my family we have to fill the ds-160 form online on the website and also what i know for sure is that you don't need to upload the photograph coz when your MIL will go for biometrics(OFC) her photograph will be clicked, also after filling up the ds-160 form and you will have to register online on their website and after using your online account other formalities of fees payment , scheduling the ofc as well as interview will be taken care of.
