My parents have their interview in nov and i have already sent all paper work to them in July. I was a green card holder back then but now i got my citizenship. Should I re-send them the I -134 with the new status?

Parents of a US citizen won't be given a visitor visa. Because
they are eligible for an immigrant visa, they will be asked to go for that.
They could have a chance showing your green card status but that
would be lying and if the truth comes out during the interview,
it would create a problem. So, it is not advised.
Advice; abandon the visitor visa process for your parents; instead
file for their immigrant visa which they should be able to get within a year's
time.

Strangely, the embassy won't accept that reasoning!!! Probably because a
visitor visa won't be issued to anyone with "potential" to immigrate regardless of what the applicant says.
You can get them a green card and they can use it to visit you once a year
