Visa for in laws

My in laws are applying for visa for my PhD graduation ceremony. What are the chances of them getting the visa if i sent all the papers? my husband works in india

YEs my husband already has visa, he might come but is not sure because he has a government job.
The Visa got rejected under 214b, they gave no reason and did not even ask then why they wanted to go. I am moving back to india after my graduation. I am really not sure if anything else will help. They are just coming for the ceremeony. very stressful. Can you suggest if they reapply what they should take care of in future.?
