Can i apply for a visitor visa in kolkata office

I am a permanent resident of Haryana, India. So Earlier when I applied for a visitors visa for US, it was via the New Delhi's visa Section. Right now I am doing my Masters in Business Administration from Kolkata(Have been staying in Kolkata for the past more than a year). Can I apply for a visitor visa at the east Zone office i.e. the kolkata.Kindly reply
