      You have all the documents all right. But the applicant's situation is
      more important than the documents. Most importantly they look for applicant's ties to India through questions. They won't even look at all your paperwork if they don't think the applicant has enough ties.

      Do not mean to dishearten you, but only wish to tell you the real picture;
      In your MIL's case, sadly, there are two important ties to India missing;
      husband and a regular income so very likely she could be denied on the suspicion of being a potential immigrant.

      The routine qs that they ask are;
      Who is in US? What visa? How long?
      Why do you wish to go?
      For how long?
      How many children? How many in India?
      What about your husband?
      What do you do? How do you make a living?

      The best she could do is to give a good answer to the last q;
      I am a housewife but I have a good income (give a good figure
      if she can from whatever sources she has and carry evidence in favour of that).

        Thank you very mcuh for your input.

        For the purpose of ties to India
        can she say something like I am staying with Son and he is doing business. And he is un-married. I have to comeback to look for a girl and get him married.

        any other ideas greatly appreciated....

          She can but since her son is grown up it won't make much difference.She should strengthen the income part of her app. if she can.
