Time frame to apply visitor visa before H1 validity

My visa is expiring in Mar 2014. My parents visa is rejected twice and would like to reapply?

Can i reapply in nov though my visa expires in Mar 2014.

Gurus can you suggest.. Do you see any problems or share any suggestions..Thanks in advance..

We got visa. It was rejected before twice though he has social and encomic relation in india.

Social - wife, childern, relatives, joint family etc.
Economic - Home, bank deposits, property etc.

1st rejection: Unknown
2nd rejection: Asked for spouse passport copy when she is in usa.

We contacted our congress man and provided him details and upcoming interview. The decision will be made by consular/interviewer but our congress man ensured that consular know the problem and we have both social and economic ties in india.

This is clean case and rejection were due to unavailable documents during the interview. So it was taken care and the forumn helped us a lot. Hope my message helps others.
