Tourist visa for my In laws during my H1 B petition extention is in Pending status

HI ,
I am Karthik.Currently my H1B extension is in process and it is in initial review status in USCIS website.
Due to unavoidable personal reasons, i need my parents from India to USA under tourist visa for six month.
Could you please advise me if i am eligible to initiate tourist visa for them with my "Receipt notice number" or should i need to wait untill my Visa gets approved ?
Please guide me in this.Thanks in advance
