Visitor Visa Query URGENT. PLS HELP.

Hi,

My parents came to US to visit me for 6 months and left recently on Nov 5th. They got a Dog with them for the visit who was denied re-entry to India due to lack of a certificate. My father is returning to US with all the paper work to take our Dog back to India. My questions and concerns:

1. We moved to Tokyo a day after my father left to India. He has a visitor visa valid for 10yrs. Will he be allowed to re-renter when I am not in the country?
2. He is returning on Nov 20 with only a gap of 15days. Will this be an issue?

Please forgive me if something like this exists in the forum. This is very urgent. Any advice is sincerely appreciated.

Just to confirm, is his visitor visa valid, if my H1b is under the process of cancellation as I moved out of the country?
