Current B2 visa still valid. Reapply for new one?

My parents applied for a B2 visa and got it for one year (from Mar 2005 - Feb 2006), and visited me for three months.

Now they would like to come and visit me again next year. And I have two questions regarding this:

1. Do they need to wait for the current visa to expire and fix an appointment after Feb 2006, or can they apply even now, while their current visa is still valid?

2. Would there be any problems that they are applying for visitor's visa with so short a duration between them?

Are you sure if it is multiple entry ? If not, the visa they have is not valid anymore.
They got to get new visa.

It is multiple entry. So legally it is valid till Feb 2006.

We tried calling ttk visas, and they said there is no problem in them reapplying before Feb 2006.
But I heard that TTK visas might not be used by the Consulate after Sep 2005. It seems some contract is getting over, and some other agency would be used instead. So, I don't know how much I can rely on their advice... :-(

New agency is same VFS that is being used currently in Mumbai consulate.
