I am Executive Director of a non-profit US company that has a Board of Trustees overseeing our foreign activities. We want to hold a planning conference that would include members of both our US and foreign boards. Is a B1 visa required or does this fall in the category of a B2 Visitor's visa? They will be meeting with key donors and going on several site seeing activities while here as well.

No complexity. It is straightforward. The process is the same for either one.
Please understand that when the visa is stamped on your passport by the embassy, it is stamped as B1/B2 .
Which means, it can be used as either B1 ( business) or B2 ( tourist) . When you enter US you tell them your purpose if it is business, your passport is
stamped as B1 status or if it is tourist it is B2 status.
