Need Visitor Visa for my mother who is presently staying in Cananda on a visitor Visa

My mother is staying with my elder brother in Canada on a visitor visa. I am planning to call her to USA directly from Canada. What is the process that I should go about? Is there anyway she can apply for a USA visitor visa in Canada, and come directly to USA instead of going back to India, and then going to the consulate in India.

She is allowed to apply but will be asked why she did not apply in India.Usually the canadian and US embassies both prefer that the visas
be procured for both in India because their officers in India are more
familiar with conditions there.
She should look at the website of US consulate nearest to where she
lives in canada for the procedure. Here is a good link;
