I am a green card holder. My dad visited (tourist visa) me and he just left US this October and planning to come back on March still with tourist visa. Do you think he will have problems upon entering US on March 2014? Is it too soon for him to be here?
What if he wants to stay here for good? Can he apply as a PR while he is here as tourist visa?

Depends on how much time he spent the last time.
Generally speaking , a 5-6 month interval between two pleasure visits is more comfortable.
If he returns earlier than that, he can be admitted, but for a shorter stay like 1-3 months.

About GC;
First you have to decide if he is eligible for a green card in any of the categories; family or employment.
Under the family category the fastest would be a US citizen child sponsoring but you are still a GC holder.
Other avenues are employment categories but most have years of wait .
If he has half a million dollars to invest then he can apply in the EB5 investment category.

The last time he was here we were on east coast and now we are in the west coast. So, he could still be asked to stay only for 3 months even he got a 10year visa???
Is there really a lot of possibility for him to be denied to re enter the US??

east coast or west coast is immaterial.And a 10 yr visa has no bearing on the stay he will be granted. They just screen out people who are trying to spend
long periods in US rather than 'VISITING US" on a visitor visa.

How much time did he spend last time?
Did you ever apply for an extension for his visitor status and was it granted?
Has he been visiting US before this last visit and how frequently?

He was here for 5 1/2 mons this year, It was his first time. We never applied for extension at all.
Now thinking to apply a PR while he is here. Is that impossible?

I suggest he give it 6 months before he enters (should enter in May'14). That way he will get 6 months of stay.

About PR, like I said, he has to be eligible in some category. He can't change from visitor to PR just like that.

The easiest will be when you become a US citizen; you can file for his green card then. It will be quick.
Otherwise he has to look for an employer to file for his green card which will take several years.
Or invest half a million dollars That will be quick too.
