Canada visa refused 1 time, Some Questions

Hi,

My visa for Canada spp was refused in October for january session.
I am looking to apply for USA B2 10 years visa.
Shall i apply for B2 visa or not?

Also i have heard that if the USA visa gets refused they just stamp the passport with permanent refusal, is it true?

Please state purpose of your b2, duration of travel, your job, family and rough financial background to determine the chances.

They dont mark the passport with permanent refusal, as the passport is not theirs but GOI's property. But yes, if they find out that you are fraudulently applying for the visa might mark you in red in their own system.
