Interview waiver program

HI,

My mom's visa is expiring in April and we are thinking of renewing her visa. I was going through Interview Waiver program, since her visa was before 2008 and she has to go for fingerprinting. But is the visa has to be visa after August 1, 2004 ? She got her visa around April 2004. Is this means she has to go through interview and fingerprinting both ?
Any suggestions/response please..

she is not eligible for an interview waiver because she was issued her last visa before aug 04.
She needs to apply like everyone else, take two appointments biometrics and interview.
