Parents Visitor VISA

I am planning to sponsor my parents USA VISA during Apr to Jun 2014 however my VISA is getting expired in 1st week of July 14.

Would need opinion whether is it okay to process the VISA documents for parents?

Within what period of my visa tenure I can sponsor visa for my parents?

I am in L1-B VISA and will stay till VISA expiry.

Technically you should be in US in a work status to sponsor your parents. If you are returning home in July , you can still sponsor them.
At the interview your parents can say that you are returning in July and they want to see US before he returns.
