Visitor visa application in Mumbai for a citizen of Kenya

Hello,

My dad is a person of Indian origin and a permanent resident of India since the last 5 years. He's a citizen of Kenya.

Can he apply for a US tourist visa in Mumbai?

yes. One should apply at one's normal place of residence not the place of nationality.
He should be able to show good ties to India ( source of income, family,home).
