Would like to bring my younger brother in USA

I need some advice about the visitor's visa for my younger brother. He has established job in India has own flat. I want him to come here only for a month. How can I apply for his visa? Please advise. Thanks

what is your visa status in US
is your bro married?
what is his salary roughly /yr ( very important for the visa).
has he ever been outside India before?
what about your parents have they ever visited you?

5 years ago he tried to apply for visitor visa he got rejected.
He is not married yet .
His annual income 7,00,500 Indian Rupees.
He never been outside of India.
My mom came here twice. My dad recently passed away.

anyway, single , young and income is on the borderline for self funding.
Coming alone to visit you , there will always be suspicion he won't return.
He can try if he wants to, maybe 50-50 chance. plan for a shorter stay than one month
and get exact leave letter from the employer.

Oh sorry I am US citizen.
Please help me how do I apply for his visa?
