Urgent Help - Reapplying Visa

My parents Visa is rejected and I would like to know the process of reapplying again(are there any terms and conditions?) do we have to pay the Apllication fee of $100 again?
Actually we took the appointment through TTS and DD was taken through a Nationalised bank. As we are reapplying again do we have to pay the fee again through HDFC bank?
Please help me out..I am very confused..

You have to apply all over again. Pay $100 again, now through HDFC bank.
