what can we do to convey health problems to consulate officer

We had B1 visa interview for my parents recently. My father was not able to answer to officer's questions because of his memory loss problem. My mom was able to answer everything.
As my father did not answer some questions, visa was denied.

As its genuine health issue, can we submit doctor certificate to avoid questions for my father?

Give more details. Like your status. Who else is in india. Family ties etc. what they asked.

I am on H1B with validity till Feb 2017. The question asked was where your son stays and my father was not answering as he forgot the name of the town.

your mother should have declared this problem to the officer right at the beginning of the interview.

Take another appointment with a doctor's certificate and declare this problem right at the beginning of the interview. your mother should tell them
that the last time they had this issue . If there is a language issue take an appointment in the native language.
