Visitor Visa Rejected -Delhi

Hi,

My mom applied for vistor Visa for US. I am in US on H1-B Visa. My mom is widow but she is a Govt employee. My sister, brother in law is in India. We showed all ties financial, family and social ties in India. But her visa got rejected today at US embassy Delhi.

VO: when your daughter went to US?
Mom: 2009

VO: from which Univeristy completed her Master in US?
MOm: she answered correctly

VO: where does she works?
Mom: Answered correctly

VO: what your son in law does in US?
Mom: she is not married.

VO: sorry we can't provide you visa.

Can anyone please help to understand why her visa got rejected? just because am bachelor?

Who was funding her trip and what was the duration she wrote.

widows usually find it hard to get a visitor visa. Also, since you are single, chances of her remaining with
you are higher in their thinking.
Even though her being a govt employee is a big plus in her favour.

I think she should not have applied alone, when they apply to go alone, it looks more like they will stay back with you rather than just a visit.
Next time , maybe she should plan a trip with your sis and bro-in-law with self funding.

Why whats wrong in that?She is on H1 and her Mother, Sister and her BIL (Sister's husband) are in India....
