question re: ds160

hi, i am currently filling up a friend's ds 160.she applied for a b1/b2 visa last 2012 and has been denied.
in the ds160 question:have you ever been refused a u.s visa or has been refused admission to the u.s or withdrawn your application for admission at the port of entry? should i answer yes or just put no?Will this affect her chance of getting a visa?thank you and im looking forward to your reply.

I am surprised you are asking this question.
Don't you think they will find out in one second if she was denied or not? They back check every application before the interview.

And what is the penalty for lying? A denial or even worse , a permanent bar.
