can forms be filled by pen?

Dear All
Iam a new member of the forum and will begoing for my 2nd interview for B2 visa next week.(1st attempt was refused.Potential immigrant)
I would liketo know
1. Whether you can fill the DS 156 and DS 157 forms by pen?Or does it have to be printed?
2.Can the the same photo be used as the last interview (less than 5 months old)

If you are taking an interview in India, when you take appointment online, you will be asked to enter all the details in DS-156 and DS-157 online. Then you print them and take it to the consulate.

If you are taking appointment offline, you can write them by pen or you can fill them online(Look at fillable forms at /us-visa-and-immigration-forms/state.html) and print it.
