Can a letter from my daughter's pediatrician help!!!

My parent's visitor visa got rejected twice at mumbai consulate.
They will be appearing 3rd time soon.
Can a letter from my daughter's(4month old) pediatrician help, mentioning the problems she has and saying i am in need of my parents help.

No, do not do that. They do not issue visas for baby care.
