    I do not have a birth certificate. Where can my parents get the record not found(non-availability) certificate? Do they have to go to the MRO office for that? And about the affidavits, can they preapre the affidavits on their own and get them notarized by a notary officer or do they have to go to an MRO office for that? Can somebody please let me know. I dont know what the procedure is.

    The municipality office in the area where you were born would normally
    issue you the birth certificate. Ask them for that. If they say
    they do not have it , then you should request the same office
    to issue the non-availability certificate. You may have to pull some strings
    to get the non-availability cert.

    Affidavits can be prepared at any court jurisdiction by a notary.
    Look for a set format for such an affidavit.

        Need help to obtain Non-availability certificate

        We are applying my mother-in-law to come to the US. She was born in Kolkata in 1950 and has no birth certificate. She lives in HONG KONG currently. The US consulate there is asking for her Non-availability certificate to go with the affidavit of her parents. I read the complete pages of link http://www.immihelp.com/immigration...ertificate.html, it mentions that we need to go to the municipal authority office to obtain such document. Problem is my mother-in-law and her parents left India long time ago and no friends, no relatives there anymore, can anyone tell me what authority agency in Kolkata will provide such document? can we contact them through phone? email? or we have to travel to India personally?

        any information you can provide is highly appreciated! She has been rejected 5 times due to lack of this non-availability certificate and the India consulate in Hong Kong is no help at all.
