vistor visa for person with special needs from india

hi. my daughter is 15 years and is a special need child with mild mental retardation . which means she may not be able to answer specific questions during visa interview.
she has travelled twice with us on b1/b2 to usa and we all returned in time . my question is 1) can I ask for her interview waiver. 2) if not can my wife or I accompany her and what is procedure 3) any other thing we should be aware of . we will apply for her visa (renewal) at Delhi us embassy .thanks

when was her last B1/B2 issued and when did it expire.

What about the visas for you and wife ? haven't they expired too?
