Visitor visa rejection due to H1B withdrawal

Hi, I applied for H1B FY15. I got the lottery and recently received an RFE as well.
Looks like my company wont be able to provide client letter etc and hence would opt for withdrawal of my petition.
In future,should I wish to apply for tourist visa, say in a few months..Would my previous failed H1B attempt be an issue? Will the Visa officer not be convinced by the idea of applying H1 , withdrawing the same and then applying B2 in the same year?

your B2 tourist application would be judged on its own merit. No relation with H1b withdrawal.
Mainly your ties to India ( length and stability of job, income and family if applicable),
authenticity of purpose ( tourism), history of tourism to other countries, your companion travelers ,
duration of your visit, and presence of immediate relatives in USA.
