Yes you can, but do not tell the visa officer of your plans, because they will suspect you will try to apply for a student visa while you're still in the U.S. This would be considered an abuse of the visitor visa. However, visiting the US as a tourist and taking a TOEFL while you are there does not violate the purposes of a visitor visa. But actually enrolling in any type of school does indeed. -
