B1 visa while employed by a payroll agency whose client is American

Dear experts,

I am planning to work for a payroll agency whose client is in the USA. I have to consult the client in the USA, do I have a strong case for a B1 visa. As you have to return back from the USA to resume my services with the payroll agency
