visa rejected in Chennai

Hello all,
My parents went for their visa appointment yesterday. They were applying for visitor visa. They carried with them all the necessary documents. They were visiting the US to attend 2 daughters' graduation(supporting documents present). However, they were rejected under 214 B

I have a couple of questions:

1) They had with them proof of home, pension( my father is retired) in INdia. However, all 3 daugthers( i.e alll children) are here. What other proof can they show to convince them that they intend to return?

2) Also, since the next appointment in Chennai is few months away, is it possible/ok/reasonable to seek appointment at other consulates( Mumbai/Delhi etc) if a sooner appointment is available there?

Please let us know if anyone has information regarding situation like this
