I and my wife hold resident visas in Dubai where I currently work and reside. I have a B1/B2 and early this year my wife was denied a B1/B2 initially under sec 214(b) when she applied at the Dubai Consulate to go to the US for her USMLE exams. Subsequently, we reapplied in Dubai and she was allowed to go on a 3 month visa and the consular officer told her that she was being given under exceptional circumstances and she still did not have strong social ties. Her husband (me) has strong ties, but she doesn't.
Now she has cleared her exams and got interview calls to some universities in US. She needs to go in November. I think it may be better to apply in Chennai.
Can we apply in Chennai (our domicile is South India)? and what documents should she show for strong ties there?
Also, what should we say if they ask why we didn't apply in Dubai?
Any help on this situation is much appreciated.
