My Mom has a 10 year multiple entry B2 visa and has been in USA 4 times. Is there any rules which says that she has to spend some time in India before coming back to USA ? If yes what is the length of time she has to spend in India before she can reenter USA ?

Thats right, visitor can stay legally only till the date that was stamped in I-94, mostly not more than 6 months at a stretch. It doesnt matter for how long she stays in India. She can go and come back in a week or a month, If she can convence the Immi for the question, why is she back so quick?NOT A LEGAL ADVISER
