Can we fill DS-160 form in the absence of applicant?

Hello,

Can I fill DS-160 form for my mother? I'm in USA now. She is in India. Or does she needs to be present at the place of online submission? My mother is an illiterate person. She can not access internet, some one has to fill it up for her. Do they track from which country has submitted the DS-160 form?

You can fill Ds 160 for someone, especially if they are illiterate.
