Visitor Visa applying sequence

Hi,

My parents have paid the fee in India, we tried for dates and Chennai dates say no dates available. My question is if we go to a VFS office can we book a date in Delhi (my parents r in Hyderabad) and secondly when we ask for a date at VFS do we need to submit the application as well or can we just get the date first and then go to the US embassy on the interview date with the application filled in. even nline do we have to submit the application at the same time while booking a date or can we carry the application to the embassy on interview date

Can some one help me as soon as possible
