Help! Father's Visa rejected..

My recently Widowed fathers visa application was rejected with a 214-B . I am a permanent resident and my brother is on H1. My sister is married and is in India. Visa officer saw my father as a potential immigrant .. My father holds a govt. job and still has more than a year of service and he has property also . But the visa officer did not see any other papers other than the application form. Is there any way I can bring my father for a short visit to USA ? We are blank right now and need some advice. Thanks.
