Heavy Rain Countines in Tamilnadu-how could i take my appointment, any alternative

Moreover their a heavy rain happenin in Tamilnadu..The roadways and ra***ays are damaged.. There is no means of transport for another two days from any souther tamilnadu to chennai...My Parents appointement date is Monday(Nov'28).. what happen if they can't attened at time..

Last time when the Consulate was closed becoz of heavy rains in Chennia, they rescheduled the interviews for a date within 2-3 weeks for all. But I am not too sure how it works if the Consulate is working and people are not able to make it there.
