My wife is about to deliver a baby in US while on tourist visa. We are both Russian citizens. As she is in the US without me, to get an American passport for the baby, do I need to fill up the ds-3053 form for her or that's only for parents who are US citizens only? If yes, where can I notarize it outside US?
