Second Refusal but Primary Applicant got visa

Good Morning Sir/Madam

My Friend got B1/B2 visa after first refusal for 5 years and during the interview he ensured he will be traveling alone. However after getting visa his wife and son of 4 plus years applied but they got refusal because consular said your husband insisted on traveling alone. Even they have clear reason since they are not resident of home country previous her mother in law was with them but her visit visa not renewed that is why now they can't stay alone due which they need visa. But they got refusal please need your help how to overcome this issue?
