Applying for B2 visa from US consulate in Dubai

My name is Smitha and I had a few doubts regarding applying for B2 visa for my mother. She is currently in Dubai, UAE visiting my sister. Can she apply for a B2(visitor) visa in Dubai to come and visit me or does she have to go back to India to apply for visa from a US consulate in India?

I think she can becoz I knwo one of my friend's father was in UK from work and he got this visa appointment in UK with the US consulate and got the visa issued.

yes she can apply from dubaifor the US visa I guess, but the chances of her getting the visa are really low as my on my friends mom got rejected in dubai for a canadian visit visa and 2nd tiem she apllied in Delhi for the sam e and she got it..
