US Visitors Visa From Canada for a visitor visiting to Canada

My sister is visitor in Canada and she does not have a US Visa. we have a wedding in family which just got planned last week. The Wedding is in April. My question is can she apply her visitor visa from Toronto US Embassy. What are the chances for her to get the Visa. we have wedding card and other invitation letter as well. kindly suggest.

It is better to apply in home country but, she can apply even in Canada or in any other country and consulate people will send the documents to the consulate in her home country and take a decision but, nobody knows about the outcome.
