Brother's Tourist Visa

I am a US citizen and my mother has 10 year multiple entry Tourist Visa( she visited US 3 times). I have brother in India(34 years old, single). I was wondering if he can get tourist Visa to come along with my mother to visit places, He has job but not very high paying. what are his chances of getting visa. Will chances increase if he goes through some tourist agency and plans his trip ?

Please note that any one can apply for the U.S B2 tourist visa but if you really want to know the 100% win-win situation then you should ask yourself what your brother actually has the ties or other social and economical bindings to demonstrate during his visa interview that will compel him to leave the United States at the end of his temporary stay.

Once you got a right answer to the above question. I suggest you send him immediately for the interview, and you can see that he has got the visa. Otherwise, don't waste his time and money.
