Carry Cancelled Passport

Hi Team,

My relative has a US visitor visa interview at Chennai Location. He has two passports: the current passport and an old one in which his mother name had been changed. there is no travel information in the old passport. When the new passport was issued, the old passport was stamped as cancelled and provided to us. Should he carry the cancelled passport to US visa interveiw and hand the cancelled passport during the interview?
