Query regarding I-134 - urgent. Please reply !!

I am planning to visit US with my mother in December end.

Mine and my mother's interview are on different dates.

1) Do I need to fill I-134 form for her interview, as I will be taking care
of all her expenses.

2) If I have to fill it, from where to get it notarized in India.

3) Some sections (e.g point 1 and 2 which ask about US details/contact)
don't seem relevant for sponsors in India. What to do about them?
Page 3 of the form says:=

If the sponsor is in the United States, the affidavit may be sworn to or affirmed before an immigration officer (see any USCIS District or sub-office) or before a notary public or other official authorized to administer oaths for general purposes.

If the sponsor is outside the United States, the affidavit must be sworn to or affirmed before a U.S. consular or immigration officer. ==================================================

I guess you only file the I-134 if you are working for the US, either in
US or abroad and are a US taxpayer and wish to sponsor someone.

You cannot file an I-134 if you yourself are a US visitor.

Just a query:-
1) In this case, do I need to get some 'Affidavit of Support' made
for my mother (basically a normal affidavit notarized from some
goverment official).

Or a letter to Consulate from myside requesting to grant Visa
for my mother should be enough?
