Tourist Visa I-94 extension beyond the date of the stamped VISA

My father has a 10 year multiple entry visa, expiring on July 31st, 2015. He is planning to visit USA in April and stay here till September, 2015. When he arrives here in April, will he get a I-94 stamp beyond July 31st or will that be limited by the VISA validity date, which is July 31, 2015 ? If he gets the I-94 date earlier to July 31st, can he apply for an extension beyond July 31st, say, Sep 15th ?

Or is it better to extend the VISA in India before he comes to USA ? Please reply.

The date mentioned on visa is the final date to reach up to POE of USA. And the i94 is actual legal document, that allow you to stay for the period and status mentioned on it.

Even on the last date of visa, one can reach to POE and i94 can be issued beyond the validity of visa stamped on the passport.
