Kids do not need to be present at the Interview, true ??

I am trying to get an appointment for my sister, her husband and their 2 year old son and I read somewhere on the consulate website that children less than 14 do not need to be present at the interview. Is that true ?

If my sister and husband can avoid taking their son all the way from Baroda to Mumbai for the interview that would make it a lot easier for them.

Please advice.
