My mom wants to apply for a visitor visa. She wants to meet her younger brother, sister in law and kids. My mom's another brother is also applying with her who has visited US 3 times in past.

Please suggest a reason to mention in the invitation letter. As my mom is widow and she was refused 8 months before. So as per expert's advice she shouldn't apply alone.

There is no other visa type for your mom. She will have to apply for B2 visitor visa to come and meet her brother and his family. It's just being suggested that she focus on tourism instead of meeting with family. Since she is a widow it may be harder for her to get approved. Just try to show strong ties to her home country. Show why she will return home instead of staying here with her brother.
