B1/B2 Refusal under 214b

My b1/b2 visa refused 2nd time from pakistan, now i applied after 5 month as last apply,interview is documented below

ME;My interview was going well but at the end VO said I am not issuing you a visa. You can reapply
Vo;For about 2 minutes check my last refusal detail and after all said me your circumstances are not changed;So you can re-aplly.

I am single 27 year old and this time my salary is much better than last time 61k P/M .

My training is due in Usa its held on 14 APR

Can I reaply right after 5 days and schedule interview to other city US embassy?
One person suggest me in this case you apply visa through commercial consulate of US that your visit is very important.
Please guide me about commercial consulate and schedule interview through other city US embassy like from Karachi.
