Mom Visa got Rejected for Graduation

Hi all,

I need advices on the following rejected reason.
My brother and mom applied for B1/B2 visa for my graduation. However, both of them got rejected. They both applied together. Only my brother was questioned few things like the reason for applying, source of income. They didn't even questioned my mom and rejected the visa saying that US embassy would not allow your visa. Does that mean because of my brother, my mom chances of getting visa got rejected?

Anyways I am planning to reapply for mom only this time since they didn't question anything to her.
