There is no time interval that prevents you from applying after your visitor visa denial. You can apply almost immediately. However, note that until you can show the consular officer that your situation has changed or you can present evidence not adduced in your earlier attempt(s), the outcome will most likely not change.

As for your second question - obviously yes. If you don't have enough funds to support your trip, how can you expect to get a visa? You must show funding for your visit, either your own funds or someone else who is willing to fund you.
