visitor visa for spouse

hi dear i just want to know that im permanent residence of canada and just got married last year in january in india. I am under five year sponsorship bar and can not sponsor my spouse till july 2016. can my spouse apply for USA visitor visa if yes then what are chances of getting visa. I am also holding USA 10 years visitor visa.
