visitor visa for my brother

hi,

please advice visitor visa for my brother .want to give you little background .
he is 28 year old ,married 2 years ago
lives with my mom .
businessman
my dad passed away 4 years ago
I am US citizen (married with two kids )
I am in US since last 12 years

my brother applied twice before
one with my mom in 2011 and second time last year by himself .

he wants to visit US with his friends this time for tourism .he wants to come for 10 days .

Please advice what documents should he carry ???
can I send sponsor letter /affidavit of support even though he is visiting with his friends ???

P.S he visited Singapore /hongkong in 2012-2013
